The problem being addressed is the welfare reform act that was passed during the Clinton administration. The problem that exists is that the secondary portion of the welfare to work act has caused negative effects in relation to African American females between the ages of 18-50. The reasons that there has been a negative effect from this act are discussed and a solution to the problem is presented.
